In 2023, UTILE, Vivre en Ville, and L’Arpent launched the LAB with the goal of promoting innovative regulatory solutions and advancing public policy to support the growth of the nonprofit housing sector. In 2024, the LAB’s work contributed to a major step forward: the integration of differentiated zoning in la Loi sur l’aménagement et l’urbanisme, a key recommendation from the group.
UTILE is a proud member of Le Chantier de l’économie sociale, a key player in advancing collective entrepreneurship in Quebec. By bringing together co-ops, non-profits, and local development partners around a shared vision of a democratic, inclusive, and sustainable economy, Le Chantier helps ensure that economic activity in Quebec reflects and serves the true needs of its communities. This affiliation is fully aligned with UTILE’s values and mission.
UTILE is a member of the CHRA, a national organization that brings together voices from the community housing sector across Canada. Through advocacy, training, and research, CHRA works to advance public policies that support affordable, sustainable, and equitable housing. By participating in this network, UTILE contributes to a collective movement that values on-the-ground expertise and promotes an inclusive approach to housing rights nationwide.
UTILE is a member of ACHAT, a Quebec-wide network of non-profit housing organizations united by a shared vision: to build a professional, efficient non-profit housing ecosystem capable of reaching the target of 20% non-profit housing within Quebec’s rental market. UTILE’s involvement in this alliance reflects its commitment to transforming the housing sector for the benefit of all renters in Quebec.
UTILE is a member of the Association de la construction du Québec (ACQ), a leading authority in the construction industry known for advancing skills development, best practices, and innovation. This affiliation reflects our commitment to continuous improvement, staying on top of industry standards, and delivering our projects with the highest level of professionalism. By partnering with the ACQ, UTILE reinforces its dedication to a rigorous, sustainable, and responsible approach to construction.
UTILE is also a member of the Fédération des OSBL d’habitation de Montréal (FOHM), a key coalition of organizations working to make community housing more accessible, stable, and sustainable. Through advocacy, collaboration, and support, FOHM helps strengthen an ecosystem where the right to housing is a core social and economic priority. Being part of this federation means joining a movement rooted in solidarity, community empowerment, and social justice.
Research partners
Since UTILE’s founding, research initiatives—most notably the PHARE and ÉCLAIR surveys—have generated groundbreaking data on student housing conditions in Quebec and across Canada. These surveys provided critical insights into both the realities of student housing and the characteristics of the college and university student population. By clearly identifying needs and gaps, UTILE was able to highlight the urgency of developing lasting solutions.

Quebec–Ontario Student Housing Observatory (SSHRC Partnership Development Grant, 2024–2027)
To better understand the realities faced by student renters in Canada, UTILE designed and conducted the PHARE surveys—a groundbreaking series of studies on student housing conditions. The data collected informs public policy decisions and helps guide our projects to address real needs identified on the ground. Please note that the reports are available in French only.
